Commander John
Storm just wants to be left alone to complete his DNA collection, and
explore the uncharted regions on planet earth. But he always seems to be
in the wrong place at the wrong time.
The
SeaWolf concept is the fictional product of Commander John Storm, hydrogen
powered destroyers that are solar assisted. Designed for persistent
unmanned surveillance at sea, to reduce operational costs, and eliminate
human crew losses.
At
first the Royal
Navy, NATO and the US, give John the bum's rush, much as with Barnes
Wallace and his "Dambusters" bouncing bomb, and Frank
Whittle and his jet engine. But as the allies fleet of nuclear
submarines and aircraft carriers are sunk, or disabled, the Admiralty is
prepared to listen to new ideas. The Minister of Defence and Secretaries
of State find no credible ideas emanating from the DSTL,
and the US, DARPA.
All of which are risk adverse, and would not challenge the navy idea of
large floating battleships, crisp white uniforms, and a stiff upper lip
- and ever more expensive nuclear submarines, laced with an icing of
procurement fraud. The cost and crew numbers, being their Achilles
Heel.
John
thought about poor old John
Harrison and his marine
chronometer, and Parsons's Turbinia.
He decided that AI
and autonomous marine drones was the answer. Take humans out of the
equation, engineer for low cost, and maximum firepower. And, like the
Germans in World War Two, allow SeaNet to direct these naval destroyers,
to hunt in packs. Admiral
Karl Donitz, pushed this agenda in the North Atlantic to great
effect.
John
saw this as a veritable peace keeping force. And a force to be reckoned
with, in times of war.
The
Admiralty were very impressed when Hal took control of missiles intended to sink the
Elizabeth Swann, and redirected them to Guantánamo
Bay, Cuba.
Then HAL disabled NORAD. Hal keeps tabs on the developing World War
Three situation, revolving around Cyber Warfare, and the Chinese and
Russian naval fleets. A subject where Hal,
working with the CyberCore Genetica™ is king.

Draft White Paper: Scorpion Unmanned Naval Drone Destroyers
Prepared for: UK Ministry of Defence Date: December 2025
1. Executive Summary
The Scorpion unmanned naval drone destroyer represents a disruptive maritime capability designed to neutralise adversary
submarine and
aircraft carrier forces at scale. Operating in coordinated “SeaNet” formations, Scorpion drones combine persistent surveillance, autonomous strike capability, and cost‑effective attrition warfare. With a unit cost of approximately £4.7 million ($6 million) excluding munitions, Scorpion offers a strategic advantage against the naval build‑up of
China and
Russia, providing
NATO and allied forces with a scalable deterrent that avoids reliance on vulnerable billion‑pound platforms.
2. Strategic Context
Adversary Threats:
China’s expanding carrier fleet and submarine deployments in the Pacific.
Russia’s undersea warfare emphasis in the Arctic and Black Sea.
Western Vulnerability:
Legacy reliance on large, high‑value assets (aircraft carriers, nuclear submarines).
Cyber and electronic warfare threats compromising traditional command systems.
Operational Imperative:
Develop distributed, attritable systems capable of swarm tactics.
Ensure persistent surveillance and rapid strike capability in contested waters.
3. Concept of Operations (CONOPS)
SeaNet Formation
Scorpion drones operate in packs of 6–12 units, networked via secure satellite comms and AI swarm management.
SeaNet formations encircle hostile submarines and carriers, denying maneuver space and enforcing attrition.
Mission Profiles
Anti‑Submarine Warfare (ASW): Deploy MK48 and Spearfish torpedoes in coordinated strikes.
Anti‑Surface Warfare (ASuW): Launch Tomahawk cruise missiles against carriers and escorts.
Air Defence: SAM arrays provide point defence against hostile aircraft and drones.
Persistent Surveillance: Solar and hydrogen propulsion enables extended patrols with minimal resupply.
4. Technical Specifications
Hull: Autonomous surface drone, modular design.
Propulsion: Hybrid solar + hydrogen fuel cell system.
Proposed Armament:
2 × MK48 torpedoes
2 × Spearfish torpedoes
SAM array (short‑range, modular)
Tomahawk cruise missiles (optional payload)
Sensors: Advanced sonar, radar, EO/IR optics, satellite uplink.
AI Integration: CyberCore Genetica‑class onboard AI, HAL‑compatible, enabling autonomous decision‑making.
Cost: £4.7m ($6m) per hull (excluding munitions).
5. Strategic Benefits
Deterrence: Adversaries cannot afford attrition against swarms of low‑cost drones.
Resilience: Distributed architecture resists cyber and kinetic decapitation strikes.
Allied Integration: Compatible with NATO C4ISR systems, scalable across UK, EU, Japan, and
Ukraine.
Political Leverage: Provides non‑nuclear deterrence, reducing reliance on strategic escalation.
6. Conclusion
The Scorpion unmanned naval drone destroyer offers the UK and its allies a transformative capability to counter adversary naval expansion. By leveraging swarm tactics, renewable propulsion, and AI‑driven autonomy, Scorpion provides a cost‑effective, scalable, and resilient deterrent. Adoption of this system would place the UK at the forefront of maritime innovation, ensuring freedom of navigation and strategic stability in the face of escalating global tensions.
“THE FIRST SUMMIT”
Location: NATO Forward Command, Pacific Theatre — Secure Hangar Bay
INT. NATO SECURE HANGAR – NIGHT
A cavernous hangar hums with activity. Ukrainian engineers in patched fatigues work beside Japanese naval technicians in immaculate blue coveralls. Screens flicker with drone schematics, sonar maps, and footage of the sinking Fujian carrier.
The massive doors slide open. COMMANDER JOHN STORM enters, wearing the salt‑stained tactical jacket from the Kaohsiung operation. The room quiets — not out of protocol, but respect.
CUT TO: A GROUP OF UKRAINIAN SOLDIERS
They stand at attention, led by GENERAL ZORYA VELES — tall, fierce, with a presence that feels like a storm contained in human form. Her eyes track John with a mixture of appraisal and admiration.
UKRAINIAN SERGEANT (under his breath, awed)
That’s him. The man who sank a carrier with a ship the size of a fishing trawler.
ZORYA VELES (smiles faintly)
Not a man. A mind.
CUT TO: JAPANESE NAVAL DETACHMENT
COMMANDER RAIJIN YAMATO stands at their head — calm, precise, posture perfect. His officers bow slightly as John approaches.
JAPANESE LIEUTENANT
Commander Storm… it is an honor. The sinking of the Shang‑class sub… extraordinary.
YAMATO (cool, respectful)
You rewrote the rules of engagement in one night.
JOHN STORM APPROACHES THE TWO COMMANDERS
Zorya steps forward first. She offers her hand — firm, unflinching.
ZORYA VELES
General Zorya Veles. Ukraine thanks you, Commander. You showed the world that giants can bleed.
John shakes her hand, surprised by her strength.
JOHN
I’ve read your work, General. Your anti‑tank drones changed the war. I’m honored.
Zorya’s eyes soften — just a fraction.
YAMATO STEPS FORWARD
He bows slightly — a gesture of deep respect.
YAMATO
Commander Raijin Yamato, Japan Maritime Self‑Defense Force. Your victory at Kaohsiung… (pauses, searching for the right word) …was elegant.
JOHN (smiles)
Coming from the Thunder Smith - Thor - himself, I’ll take that as high praise.
Yamato’s eyebrow lifts — impressed that John knows the nickname.
THE ROOM REACTS
Ukrainian and Japanese personnel exchange glances — admiration, excitement, the sense that history is shifting.
A Ukrainian corporal claps John on the shoulder.
UKRAINIAN CORPORAL
You gave us hope, Commander. A carrier and a nuclear sub… (laughs) My grandmother says you’re a folk hero now.
John looks embarrassed — Zorya notices.
ZORYA VELES
Hope is a weapon, Commander. And you forged it well.
YAMATO GESTURES TO A HOLOGRAPHIC TABLE
A hologram flickers to life — the SeaWolf‑Scorpion lattice, glowing blue.
YAMATO
We have reviewed your SeaWolf proposal. Your swarm logic aligns with our autonomous vessel doctrine. Your SeaNet… (beat) …is the missing piece.
ZORYA VELES
And your manufacturing concept — modular, distributed — is exactly how Ukraine survived the first invasion. We can build your Scorpions in garages, factories, barns… anywhere.
JOHN LOOKS BETWEEN THEM
For the first time, he sees it — the alliance he’s been fighting for.
JOHN
Then let’s build it together. SeaWolf. Scorpion. SeaNet. A fleet the enemy can’t track, can’t target, can’t outspend.
Zorya steps closer.
ZORYA VELES
A fleet that hunts in the dark.
Yamato nods.
YAMATO
A fleet that strikes like thunder.
JOHN SMILES — A RARE, GENUINE ONE
JOHN Then let’s give the world a navy that doesn’t need saving.
WIDE SHOT — THE THREE COMMANDERS
Storm. Veles. Yamato.
Three minds. Three nations. One mission.
Behind them, the holographic SeaWolf swarm expands — a glowing constellation of autonomous hunters.
NARRATOR (V.O.)
This was the moment the tide turned. Not with a missile. Not with a fleet. But with an idea — shared by three warriors who refused to lose the ocean.
FADE OUT.
